JLK is published within the institutional framework of Poltekkes Kemenkes Pontianak. The publisher provides institutional oversight and supports the continuity, sustainability, and responsible management of the journal.

The publisher supports the journal's administrative and organisational needs while respecting the independence of editorial decisions. Manuscript acceptance and rejection are determined through the journal's editorial assessment procedures and publication ethics policies.

Institutional responsibility for the journal is distinct from copyright ownership of individual articles. Copyright, licensing, and reuse rights are governed by the journal's Copyright and Licensing policies.

2. Editorial Management

Editorial management is led by the Editor-in-Chief and supported by the editorial board. The names, academic qualifications, areas of expertise, and institutional affiliations of editorial team members are provided on the journal's Editorial Team page.

Editor-in-Chief

The Editor-in-Chief is responsible for the journal's scholarly direction, editorial standards, and implementation of editorial policies. The responsibilities include:

  • Supervising the editorial workflow and manuscript assessment process.

  • Ensuring that editorial decisions are based on scientific quality, originality, relevance, methodological rigor, and compliance with publication ethics.

  • Assigning manuscripts to appropriate editors and independent reviewers.

  • Overseeing the handling of ethical concerns, corrections, retractions, and appeals in accordance with applicable journal policies.

  • Supporting the continuous improvement of editorial quality and publication standards.

Editorial Board

Editorial board members contribute subject expertise and advice on scientific standards, editorial quality, and journal development. Their responsibilities may include assessing manuscripts, recommending qualified reviewers, advising on editorial policies, and supporting the journal's development.

Editorial board members must perform their duties objectively, maintain confidentiality, disclose relevant competing interests, and refrain from participating in decisions where their impartiality could be compromised.

External Reviewers

External reviewers provide independent scholarly assessments of submitted manuscripts. Their recommendations inform editorial decisions but do not replace the responsibility of the authorised editor.

Reviewers are expected to evaluate manuscripts objectively, maintain confidentiality, identify relevant scholarly contributions, disclose competing interests, and provide constructive feedback in accordance with the journal's Peer Review Process policy.

3. Administrative and Technical Management

The editorial office coordinates journal administration and communication with authors, reviewers, editors, and readers. Administrative and production responsibilities include:

a. Maintaining submission records, editorial correspondence, and relevant publication documentation.

b. Coordinating copyediting, layout preparation, author proofs, and publication scheduling.

c. Maintaining accurate article metadata, issue information, author affiliations, and publication records.

d. Coordinating website maintenance and technical support with the personnel responsible for the journal's online publishing platform.

e. Supporting the accessibility, preservation, and long-term availability of published content through applicable digital preservation arrangements.

f. Supporting the implementation, documentation, and periodic review of editorial and publication policies.

g. Coordinating publication-related administrative activities in accordance with institutional requirements and the journal's editorial policies.

Access to confidential manuscripts, reviewer identities, and editorial records is restricted according to assigned responsibilities. Administrative and technical access does not confer authority to make scholarly decisions.

Technical personnel are responsible for maintaining the publishing platform and supporting its operation, while editorial decisions remain the responsibility of authorised editorial personnel.

4. Editorial Independence

Editorial decisions are based on the relevance of manuscripts to the journal's Focus and Scope, scientific quality, originality, methodological rigor, supporting evidence, and compliance with publication ethics requirements.

Institutional affiliation, professional association membership, financial contributions, publication fees, personal relationships, or other non-academic considerations must not determine whether a manuscript is accepted or rejected. The publisher and collaborating organisations must respect the independence of individual editorial decisions.

Editors must disclose relevant competing interests and recuse themselves when their impartiality could be compromised. Manuscripts submitted by the Editor-in-Chief or editorial board members must be handled independently by an appropriately designated editor who has no relevant conflict of interest.

Such submissions must undergo the same scientific assessment and peer review standards applied to other manuscripts. Authors who hold editorial positions must not influence the selection of reviewers, the assessment of their own manuscripts, or the final publication decision.

Publication of an article does not imply institutional endorsement of all views expressed by its authors. Authors remain responsible for the accuracy of their data, arguments, interpretations, and conclusions.

5. Publication Ethics and Accountability

JLK is committed to responsible scholarly publishing, research integrity, transparency, confidentiality, and fair editorial treatment. The editorial team is responsible for addressing suspected publication misconduct, undisclosed competing interests, plagiarism, data concerns, and other ethical issues in accordance with the journal's publication ethics policies.

Where concerns arise, the journal may seek clarification from the authors, consult independent experts, or contact the relevant institution when appropriate. Corrections, expressions of concern, and retractions will be considered and implemented in accordance with the nature of the issue and the journal's applicable policies.

Authors, reviewers, and editors are expected to comply with their respective ethical responsibilities throughout the submission, review, and publication process.

6. Accountability and Contact

Questions concerning journal management, publishing arrangements, editorial procedures, or publication policies may be directed to the editorial office through the journal's official Contact page.

Concerns involving an editor should be referred to an independent editor or another appropriately designated person for impartial consideration. Matters involving the Editor-in-Chief should be referred to the responsible publishing unit or an appropriate institutional representative for independent review.

Changes to institutional responsibility, publishing arrangements, editorial leadership, or journal policies will be reflected in the relevant journal information pages. Editorial appointments and transitions must preserve confidentiality, maintain editorial independence, and ensure continuity in manuscript processing.

JLK is committed to transparent journal management, independent editorial decision-making, responsible scholarly publishing, and the continuous improvement of scientific communication in Medical Laboratory Science and related health disciplines.
